WASHINGTON (MARCH 22) AP - The American space program will be crippled and U.S.
leadership threatened if Congress fails to approve the $11.5 billion requested
by NASA, space agency officials said Tuesday.
James C. Fletcher, NASA administrator, said that fiscal 1989, which begins in
October, ''is a crucial year for NASA. It will make or break the civil space
program.''
He said the $11.5-billion budget requested by the National Aeronautics and
Space Administration is a ''bare bones'' request, with most of the money going
to maintaining programs already underway.
''The entire future of the U.S. civil space program rides at risk in this
budget,'' said Fletcher.
He said that the money would be applied to three basic elements:
-Building up the flight rate for the space shuttle once missions resume in
August. There are two space flights set for this year, he said, seven in 1989
and 10 in 1990.
-Building up hardware development for the space station, which he said is
essential for American leadership in space.
-Continuing the space science programs in astronomy and planetary research,
developing advanced rocket engines for the shuttle and financing the Pathfinder
program, which would develop new technology for possible missions to Mars.
Fletcher made the comments as leadoff witness before the Senate subcommittee on
science, technology and space, which is beginning to consider the fiscal 1989
NASA budget.
